I know that when something is achiral (i.e a mesocompound) it is optically inactive because they cancel out.  
Is it the same for chiral molecules? Are all chiral molecules optically active?
Just trying to make a distinction.

yes all chiral molecules are optically active that's what chirality really means.

While chirality and optical activity are related, these terms are not interchangeable; they do not mean the same thing. Check the definitions at the Illustrated Glossary of Organic Chemistry on the course web site.
